Allison Smith founded Artemis Counsel in 2025.  For almost twenty years, Allison has worked at the intersection of environmental, energy, and carbon law, representing large and small companies and organizations in California and across the U.S.

Allison specializes in crafting carbon offsets and inset deals in the voluntary and compliance markets and working with companies to develop carbon projects and interventions.  Allison also advises clients on compliance and regulatory matters related to carbon and air quality, and provides administrative enforcement defense.

For developers, Allison helps get projects permitted, through environmental review and related litigation, and financed.  Her portfolio includes solar, wind, biomass, geothermal, and gas-fired energy facilities, as well as mixed use developments.
